The teacher responsible for supervising the children did not see the incident occur. When she learned of the incident, first aid had begun being administered by another staff member who entered the space after the incident. The teacher reports she was aware the children were playing with sticks but thought the children would use the sticks appropriately. Staff report they had previous concerns with children playing with sticks, and had previously had stopped stick play due to fear of injury. The teacher reports she was aware the children had previously used the sticks inappropriately.
